Modi 3.0 Cabinet Reshuffle: Who May Stay, Exit and Join the Union Cabinet?

The BJP's recent organisational changes have shifted attention towards the Narendra Modi-led Union government, with a possible Cabinet reshuffle emerging as the next major political exercise.

The timing is significant as the government moves deeper into Prime Minister Narendra Modi's third term. With several Assembly elections scheduled before the 2029 Lok Sabha polls, the reshuffle could combine administrative requirements with electoral and organisational considerations.

The Union Council of Ministers currently has 69 members, including the Prime Minister, against the constitutional maximum of 81. This leaves room for up to 12 additional appointments. However, the exercise may involve more than simply filling vacant positions.

‘One person, one post’ could influence reshuffle

The BJP's latest organisational changes could be one of the key factors behind the possible reshuffle. With Nitin Nabin leading the party as its national president, some leaders holding ministerial positions have also taken on important organisational responsibilities.

This has raised questions around the BJP's informal “one person, one post” principle.

Union Minister Piyush Goyal is among the prominent names being watched. His appointment as BJP treasurer has triggered speculation about whether he could eventually move away from the Commerce and Industry portfolio to focus on his organisational responsibilities.

Goyal has played an important role in the government's economic and trade policies, meaning any change could also lead to a redistribution of responsibilities within the economic ministries.

Harsh Malhotra and Pankaj Chaudhary in focus

Minister of State Harsh Malhotra could also face a similar situation after taking charge as Delhi BJP president. He currently handles responsibilities in the Road Transport and Highways and Corporate Affairs ministries.

Another key name is Pankaj Chaudhary, who has been appointed Uttar Pradesh BJP president. With the state heading towards its next Assembly election, his organisational responsibilities could become increasingly important.

However, there is also an argument for retaining Chaudhary in the Union government because of Uttar Pradesh's political importance and his representation of the Kurmi community.

Petroleum Minister Hardeep Singh Puri could also be under consideration. His current Rajya Sabha term is scheduled to end in November, while Minister of State B L Verma is also facing a similar timeline, potentially adding another layer to the reshuffle calculations.

Who could get a Cabinet berth?

The possible vacancies could give the BJP an opportunity to bring in new faces, strengthen regional representation and accommodate NDA allies.

Political discussions have reportedly focused on states including Uttar Pradesh, Gujarat, Maharashtra, Madhya Pradesh, Rajasthan, Himachal Pradesh and Karnataka.

One name attracting attention is Shrikant Shinde, son of Maharashtra Deputy Chief Minister Eknath Shinde. His possible induction could further strengthen the BJP's relationship with the Shiv Sena faction led by his father.

Punjab could also receive attention as the BJP looks to expand its political footprint in the state. Former AAP Rajya Sabha members who have moved towards the BJP could potentially feature in the party's calculations.

However, the available vacancies do not necessarily mean that all 12 positions will be filled. Some existing portfolios could be redistributed to reduce the number of additional charges held by senior ministers.

Yogi Adityanath and Devendra Fadnavis in focus

The BJP's organisational restructuring could extend beyond the Union Cabinet.

Uttar Pradesh Chief Minister Yogi Adityanath and Maharashtra Chief Minister Devendra Fadnavis have reportedly emerged in discussions surrounding possible changes to the BJP Parliamentary Board.

Their possible inclusion could be viewed as part of a broader effort to give greater prominence to the party's next-generation leadership.

Yogi remains one of the BJP's most prominent mass leaders, while Fadnavis has extensive administrative, electoral and organisational experience.

Assam Chief Minister Himanta Biswa Sarma has also figured in discussions about the BJP's future leadership structure.

Assembly elections could shape the reshuffle

Electoral strategy is expected to play an important role in any Cabinet changes.

With several states going to the polls before the 2029 Lok Sabha election, the Union government could use the reshuffle to strengthen representation from politically important regions.

Uttar Pradesh and Punjab are likely to receive particular attention because of their electoral significance. Bringing in leaders with strong regional connections could help the BJP and its allies prepare for upcoming contests.

Previous Modi government reshuffles have also combined administrative and political considerations. The induction of former chief ministers Shivraj Singh Chouhan and Manohar Lal Khattar into the Union government in 2024 was widely viewed as a way of bringing experienced state leaders into the central administration.

More representation for NDA allies?

The available Cabinet space could also provide an opportunity to strengthen ties with NDA partners.

The BJP-led government could use some positions to accommodate allies or upgrade the roles of existing coalition representatives. Such decisions could become important as the NDA prepares for upcoming elections.

At the same time, the BJP will have to balance alliance demands with its own organisational and electoral priorities.

With only a limited number of positions available, every appointment could carry a significant political message.

For now, the possible reshuffle remains a matter of speculation, but the combination of BJP organisational changes, upcoming Assembly elections and preparations for 2029 has made the Union Cabinet one of the key areas to watch in Indian politics.
