CIA Director John Ratcliffe Meets Russian Intelligence Officials in Secret Moscow Visit

CIA Director John Ratcliffe made a previously undisclosed visit to Moscow, where he held talks with Russian intelligence officials, according to Kremlin spokesman Dmitry Peskov.

Ratcliffe's visit took place on Tuesday, marking his first known trip to Russia since becoming CIA director. Sources familiar with the matter told CBS News that Ratcliffe was in Moscow for meetings, while the CIA did not publicly comment on the trip.

The visit came after a US Air Force Boeing C-17A Globemaster III transport aircraft was spotted arriving at a Moscow airport. A US diplomatic motorcade was later seen traveling through the Russian capital.

Ratcliffe Did Not Meet Putin

Peskov confirmed that Ratcliffe met Russian intelligence counterparts but said he did not meet President Vladimir Putin.

According to Peskov, Putin was briefed about the discussions. However, the Kremlin spokesman cautioned that it was too early to determine whether the talks could help improve US-Russia relations, which remain in what he described as a deep crisis.

It was not immediately clear whether Ratcliffe had departed Moscow by Wednesday.

Ukraine Was Informed Before The Visit

A senior Ukrainian official said the United States informed Kyiv ahead of Ratcliffe's trip that a senior delegation would travel to Moscow.

Ukraine was also reportedly asked to suspend strikes until the delegation had left Russia.

The development comes as US-mediated peace negotiations between Russia and Ukraine remain largely stalled, with both sides continuing to disagree over key issues.

Concerns Over Russian Actions

Recent US intelligence assessments have reportedly indicated that Putin's calculations could be changing, with the Russian leader potentially becoming more willing to authorize provocative actions against NATO countries.

Such actions could include hybrid operations and other measures designed to test the response of the alliance and the Trump administration without triggering a conventional military confrontation.

Against that backdrop, direct communication between US and Russian intelligence officials could carry significance for Washington's understanding of Moscow's intentions.

CIA's Role In Previous Prisoner Exchanges

The CIA has previously played a role in negotiations involving detainee and prisoner exchanges between the United States and Russia.

Ratcliffe personally participated in negotiations surrounding the April 2025 release of US-Russian dual national Ksenia Karelina.

The agency was also involved in the 2024 prisoner exchange that resulted in the release of Wall Street Journal reporter Evan Gershkovich and former US Marine Paul Whelan.

Separately, Russian Human Rights Commissioner Yana Lantratova said that 10 prisoners from each side were exchanged during a handover in Belarus on Wednesday. It remained unclear whether the CIA had any involvement in that exchange.

Previous CIA Chief Also Traveled To Moscow

Ratcliffe is not the first CIA director to make a high-level trip to Moscow during a period of severe US-Russia tensions.

Former CIA Director William Burns traveled to Moscow in November 2021, where he met senior Russian officials and spoke directly with Putin. Burns' visit came shortly before Russia launched its full-scale invasion of Ukraine.

Ratcliffe's latest Moscow trip comes at another critical moment in US-Russia relations, with Washington attempting to maintain diplomatic channels while the war in Ukraine continues and peace efforts remain uncertain.
